Igor Müsstler was a pure-blood wizard and a former nobleman and bureaucrat of the Syldavian Royal Court who served as the monarchical ambassador of Syldavia to King Muskar XIII. Ambitious and powerful in influence within his country, Müsstler came to have the faith of his king, who was unaware that Müsstler was in secrecy a high-ranking member of the Death Eaters stationed personally within the sovereign retinue by the Dragon Lord, who Müsstler was a loyal servant to, dedicating his life to the dark wizard's service. The eventual leader appointed in command of the Death Eaters of Syldavia and Borduria, the latter of which he oversaw being undermined and submitted to the control of the Death Eaters, Igor would remain devoted to the Dragon Lord and his cause even after the dark wizard's defeat in the Global Wizarding War, founding from the local Death Eaters the Zyldav Zentral Revolutzionär Komitzät, whom he led in secrecy under the alias of the political 'Iron Guard' party, using the prestige of his title to further his master's goals. Müsstler, a member of the Shadow Council, the governing leadership of the Death Eaters founded to oversee their operations in the then absence of The Dragon Lord and Princess Darkness after the collapse of Imperial influence in the outer territories of the Empire of Night, additionally wished to take Syldavia and Borduria and shape them to fit the desires of the Empire to earn the favour of his master, who's return he believed inevitable and therefore did not wish to risk awaiting the return of High Lieutenant Darkness.
Under his command, the Z.Z.R.K. conspired against Muskar and plotted to depose him and orchestrate the annexation of Syldavia by Borduria with the aim of assisting in accomplishing the ideals of a unified world that was the Dragon Lord's dream, intending to groom both countries into a nation willing to accept the Dragon Lord as it's ruler immediately. Planning to steal the Scepter of King Ottokar IV, forcing Muskar to abdicate and leave the country open for a coup, Müsstler planned the conspiracy carefully, ensuring agents of his operation were slotted carefully into every level of power within the nation, advising Muskar himself to further the Death Eaters' agendas, yet at the same time plotting with the circle of leadership of the Z.Z.R.K. to enact their plan, working in the process with several members of other cells. Igor Müsstler would act as the silent leader behind the Z.Z.R.K.'s activities, including the assassination of Ozren Sadowsky, which he ordered personally, the meeting of the Z.Z.R.K., during which he argued with Captain Gailux Pellaeon over the captain's wish to stay any act of aggression until Darkness returned, and attempting of wipe out a force of S.H.I.E.L.D. agents led by Princess Fader in an ambush by reinforcements provided by Pellaeon and Brendol Hux from their cells of Death Eaters. In addition, he also sheltered Alfred Alembick and several others, until he was exposed by Blake Rainborn following the Scepter's retrieval.
Exposed, Igor Musstler was swiftly detained by the Syldavian Auror Office in a raid on his manor house, in spite of his attempts to escape imprisonment through suicide, and taken into custody, his arrest marking the downfall of the Zyldav Zentral Revolutzionär Komitzät's full power and the exposure of many of it's prominent members, although others survived to reassembled to Z.Z.R.K. into a loose confederation council composed of leaders of separate remnants, who, though united, were without a single leader like Müsstler.
